UKIAH 2/27/2017 — The Ukiah Police Department reports that in the week of February 15-22, officers arrested a man who was following a woman while carrying a concealed machete. They also discovered an instance of gang-related graffiti, took a report of a late-afternoon battery in the Pear Tree shopping center, and placed one subject on a mental health hold. The following is a full report of the UPD’s activities last week, compiled by Patrol Lieutenant David McQueary. The Mendo Voice has not independently verified any of the information therein. All suspects are presumed innocent until proven guilty.

The Patrol Division’s average response time to in-progress calls was just over 4 minutes. The average response time to all other calls was just over 21 minutes.
Highlights for the Week
On February 15th at about 8:11 am, a UPD officer was dispatched to an apartment in the 1100 block of Mulberry Street, regarding vandalism. Upon arrival, the officer discovered that someone had used back spray paint to write “Norteno” gang graffiti on a wall of the complex. 17-0478
On February 15th at about 10:00 am, a UPD officer observed Kyndra Wozniak, a 22-year-old transient, in the 600 block of Grove Avenue. The officer was aware that Wozniak had a warrant for a prior burglary and contacted her. Wozniak was placed under arrest and booked into county jail. 17-0479
On February 15th at about 11:00 am, UPD officers performed an enforcement stop on a bicyclist in the 200 block of North Orchard Avenue, for a traffic violation. The bicyclist was identified as Christopher Maki, a 41-year-old male from the Fort Bragg area. A records check revealed that Maki was on probation for prior drug offences and had 3 misdemeanor warrants. Maki was placed under arrest, during which was found to have methamphetamine in his possession. Maki booked, cited and released for the warrants and new violations. 17-0481
On February 15th at about 3:43 pm, a UPD officer was traveling in the 300 block of East Gobbi Street, when he observed a subject he knew as John Dalkin, a 45-year-old transient. A records check revealed that Dalkin was on parole out of Humboldt County, for a prior assault with a deadly weapon case. Dalkin’s parole officer was contacted and a hold was placed on him, for being out of parole compliance. Dalkin was placed under arrest and booked into county jail. 17-0485
On February 15th at about 11:34 pm, a UPD officer was dispatched to Ukiah Valley Medical Center, for an unwanted male subject causing a disturbance in the ER. Upon arrival, the officer was directed to the subject, who he recognized as William Barry, a 53-year-old local transient. Barry was belligerent, suffering from mood swings and extremely intoxicated. Barry had been transported to the ER by ambulance about 5 hours earlier, because of extreme intoxication. Barry was medically cleared, placed under arrest for public intoxication and booked into county jail. 17-0487
On February 16th at about 4:36 am, UPD officers were dispatched to the Homeless Shelter in the 1000 block of South State Street, regarding an adult female subject causing a disturbance and needing to be evaluated for mental health issues. Officers identified the subject as a 47-year-old transient and a records check revealed that she had two misdemeanor warrants for her arrest. Officers found that she was suffering from mental health issues and detained her. The female was provided a citation for her warrants and transported to Ukiah Valley Medical Center ER. A mental health professional was contacted, responded and took custody of the female. 17-0489
On February 16th at about 11:34 am, UPD officers were patrolling the Wal-Mart parking lot, when they saw a subject they recognized as Benjamin Hoff, a 34-year-old local transient. The officers were aware that Hoff was out of custody on Post Release Community Supervision (PRCS as a result of AB109). A records check revealed that Hoff had a warrant for violation of PRCS. Hoff was placed under arrest and booked into county jail. 17-0494
On February 16th at about 4:18 pm, UPD officers were patrolling the Pear Tree Center, when they contacted a group of subjects. One of the subjects was identified as Deborah Lawrence, a 50-year-old local transient. A records check revealed that Lawrence had a misdemeanor warrant for a prior drug offence. Lawrence was cited in the field on the warrant and provided a court appearance date. 17-0498
On February 16th at about 6:17 pm, UPD officers were dispatched to the Mendocino County Library in the 100 block of North Main Street, regarding a subject who brandished a knife. A description was provided and officers located the subject in the area. The subject was identified as Kevin George, a 23-year-old transient. George was found to have two illegal dirk / daggers concealed on his person and was placed under arrest for the violation. George was booked into county jail. 17-0500
On February 16th at about 8:35 pm, UPD officers contacted a group of subject near the train depot, in the 300 block of East Perkins Street. One of the subjects contacted was identified as Ryan Dickerson, a 37-year-old subject out of Covelo. A records check revealed that Dickerson was on probation, with search and seizure terms. Dickerson was found to be in possession of a glass methamphetamine-smoking pipe. Dickerson was cited for the violation and provided with a court appearance date. 17-0501
On February 17th at about 5:23 pm, UPD officers were on patrol in the 600 block of Leslie Street, when they were flagged down by an adult female subject. The female subject told the officers that she needed help, because she was being followed by a male subject. The female stated she had a restraining order against the subject, whom officer located in the immediate area. The subject was contacted and identified as Zebulon Couthren, a 41-year-old subject out of Willits. A records check revealed that Couthren was on probation for a prior false imprisonment case and there was a restraining order in place. During a pat search for weapons, Couthren was found to have a large machete concealed in his pants. Couthren was placed under arrest for violation of the court order, possession of a concealed weapon and for violating his probation. Couthren was booked into county jail. 17-0503
On February 17th at about 11:23 pm, UPD officers were on patrol when they contacted a subject in front of the Mendocino County Library, 100 block of North Main Street. The subject identified himself as Elias Rutherford, a 28-year-old transient. As the officer spoke with the Rutherford, he suspected Rutherford had recently used illegal drugs and evaluated him. A records check revealed that Rutherford was on probation for a prior DUI involving drug usage. Rutherford admitted to recent heroin and methamphetamine use and was placed under arrest. Rutherford was booked, cited and released with a court appearance date. 17-0506
On February 17th at about 11:42 pm, UPD officers performed an enforcement stop on a black Lincoln Navigator in the 100 block of East Standley Street, for traffic violations. The driver was identified as Donovan Partridge, a 20-year-old local resident. As the officers spoke with Partridge, they suspected that Partridge was intoxicated and began a DUI investigation. Partridge was placed under arrest for DUI and booked into county jail. 17-0507
On February 18th at about 12:33 am, a UPD officer performed an enforcement stop on a white Toyota Tacoma in the 200 block of East Perkins Street, for traffic violations. The driver was identified as Manuelito Servantes age 36, a county resident. As the officer spoke with Servantes, he suspected that Servantes was intoxicated and began a DUI investigation. Servantes was placed under arrest for DUI and booked into county jail. 17-0508
On February 18th at about 8:22 pm, a UPD officer was on patrol in the 600 block of Leslie Street, when he observed a subject he knew as Marciano Piceno, a 33-year-old local resident. The officer was aware that Piceno was out of custody on Post Release Community Supervision, (PRCS as a result of AB109) and had a felony warrant for his arrest. The officer contacted Piceno and placed him under arrest. Piceno was booked into county jail. 17-0518
On February 18th at about 8:31 pm, UPD officers were on patrol behind Ross on East Perkins, when they observed a female subject named Vanessa Bartel, a 23-year-old local transient who was on probation for a prior assault with a deadly weapon case. The officers contacted Bartel and conducted a probation search. Bartel was found to be in possession of a glass methamphetamine-smoking pipe and was placed under arrest. Bartel was booked, cited and released with a court appearance date for the violations. 17-0519
On February 18th at about 9:48 pm, UPD officers were on patrol, when they contacted a subject they knew as Ron Keys a 49-year-old county resident, in the parking lot of the Express Mart on East Gobbi Street. The officers were aware that Keys was on probation for prior drug related offences. Keys was found to be in possession of methamphetamine and a glass methamphetamine-smoking pipe. Keys was placed under arrest for the violations and booked into county jail. 17- 0521
On February 18th at about 10:55 pm, a UPD officer was dispatched to the Homeless Shelter in the 100 block of South State Street, for a report of a possible battery that had occurred. Upon arrival, the officer spoke with an employee of the shelter, who reported that Doc Mothershed a 51-year-old transient had arrived at the shelter, was intoxicated and would not leave as requested. Mothershed tried to push past the employee to gain entry into the shelter. Officers contacted Mothershed and found that he was extremely intoxicated. Mothershed placed under arrest and booked into county jail. 17-0522
On February 18th at about 11:01 pm, UPD officers were dispatched to the 200 block of Ford Street, regarding a reported disturbance. Upon arrival, officers located one of the involved parties, who was identified as Sebastian Rabano a 36-year- old local resident. A records check revealed that Rabano was on probation, for a prior DUI and had a misdemeanor warrant. Rabano was placed under arrest for the warrant and found to be in possession of methamphetamine. Rabano was booked into county jail for the warrant and additionally charged with possession of a controlled substance. 17-0523
On February 19th at about 5:35 pm, a UPD officer was dispatched to the area of Ross Dress For Less, regarding a battery. Upon arrival, the officer contacted the victim, a 61 year-old male Ukiah resident. The victim reported that he was walking in front of Ross Dress For Less, when he noticed multiple subjects lying in front of the business. The victim stated he shook his head in disgust that the walkway was blocked and scattered with garbage. An unidentified young adult male subject took offence to this, cursed and threatened the victim. The young adult male head-butted the victim, breaking a tobacco pipe the victim had in his mouth. The suspect then fled. He was described as a white male adult in his 20’s, about 6’ tall, and weighed approximately 175 pounds. He was last seen wearing a hat, pants and had shoulder length brown hair and a beard. 17-0527
On February 19th at about 11:26 pm, a UPD officer was dispatched to Denny’s parking lot in the 100 block of Pomeroy Avenue, regarding a report of a verbal altercation. Upon arrival, the officer contacted one of the responsible parties, who he recognized as Wana Matthias age 29. A records check revealed that Matthias was on probation for a prior grand theft case. Matthias was also in possession of methamphetamine and placed under arrest. Matthias was booked into county jail. 17-0528
On February 19th at about 11:50 pm, a UPD officer was patrolling the parking lot of Big Lots in the 200 block of South Orchard Avenue, when he saw a subject he recognized as Ryen Delgado age 31. The officer conducted a records check and found that Delgado had a misdemeanor warrant for theft. Delgado was issued a citation with a court appearance date, for the violation. 17-0529
On February 20th at about 12:37 am, a UPD officer responded to Dave Hull Insurance on East Gobbi Street, regarding an alarm call. Upon arrival, the officer observed that someone had thrown a rock through a window of the business. While investigating this, the officer contacted a male subject on the north side of the business. The male subject was belligerent, intoxicated and refused to tell the officer his name. The male was detained and during the investigation was identified as Michael Olvera-Campos, a 19-year-old transient. Although, the officer was unable to link him to the vandalism, a records check revealed that Olvera-Campos was on probation and had a misdemeanor warrant for his arrest. Olvera-Campos was placed under arrest for the warrant, violation of his probation and resist / delaying an officer. Olvera-Campos was booked into county jail. 17-0530
On February 20th at about 3am, a UPD officer was dispatched to the Express Mart in the 300 block of East Gobbi Street, regarding a male subject who was in front of the business and had broken an alcohol bottle. Upon arrival, the officer contacted Michael Parker, a 39-year-old transient. Parker was intoxicated and a records check revealed that he was on probation. Parker was placed under arrest for public intoxication and booked into county jail. 17-0531
On February 21st at about 12:20 am, UPD officers were dispatched to the 500 block of East Perkins Street, regarding a male subject causing a disturbance and hitting himself with a stick. The subject was located near Rod’s Shoes and was identified as Scott Faber, a 37-year-old transient. A records check revealed that Faber was out of custody on Post Release Community Supervision (PRCS as a result of AB109). At times, Faber was rambling incoherently and the officer suspected that he was under the influence of drugs and alcohol, so he evaluated him for this. Faber was found to be under the influence of a controlled substance and was placed under arrest. Faber’s PRCS probation officer was contacted and a PRCS hold was placed on him. Faber was booked into county jail. 17-0542
