The Patrol Division’s average response time to in-progress calls was just over 7 minutes. The average response time to all other calls was just under 16 minutes.
Highlights for the Week
On February 8th at about 11:29 am, a UPD officer was dispatched to Super 8 Motel on South Orchard Avenue, for the report of an intoxicated male subject refusing to leave. Upon arrival, the officer recognized the subject as Michael Donahe, a 62-year-old local transient. A records check revealed that Donahe was on probation for prior alcohol related offences. Donahe was intoxicated, confused and unable to stand unassisted. Donahe was placed under arrest for public intoxication and for violation of his probation. Donahe was booked into county jail. 17-0399
On February 8th at about 1:27 pm, a UPD officer was dispatched to the 400 block of South Dora Street, for a vehicle failing to yield for multiple stop signs. A witness was following the vehicle and providing information to UPD dispatch. The vehicle was located and the driver contacted by UPD officers. The driver was identified as Bryan Williams, a 51- year-old local transient. A records check revealed that Williams’ license was suspended from a prior DUI and he was on probation. Williams told the officer he was not stopping at posted intersections, because his brakes do not properly work on his vehicle. Williams was placed under arrest for driving suspended and for violation of his probation. Williams was booked into jail and his vehicle towed from the scene. 17-0400
On February 8th at about 8:18 pm, a UPD officer was dispatched to Motel 6, in the 1200 block of South State Street, for a report of a disturbance. Upon arrival the officer contacted a female subject, who was identified as Donna Lee, a 49-year- old transient. The officer spoke with Lee about the disturbance and a records check revealed that Lee had a misdemeanor warrant. Lee was cited in the field for the warrant and provided with a court appearance date. 17-0406
On February 8th at about 8:32 pm, a UPD officer was on patrol, when he noticed a male subject urinating on a building in the 900 block of South State Street. The officer contacted the subject, who verbally identified himself as “Ebufemio Hernandez” and refused to provide a date of birth. The subject was placed under arrest for resisting / delaying an officer and for urinating in public. The subject was identified as Eufecio Hernandez, a 39-year-old transient. A records check revealed that Hernandez was on probation for prior drug offences. Hernandez was booked into county jail for the violations. 17-0407
On February 9th at about 12:30 am, a UPD officer performed an enforcement stop on a vehicle in the 1200 block of Airport Park Blvd., for traffic violations. The driver was contacted and identified as Scot Allensworth age 60, a Ukiah resident. Allensworth was found to be in possession of methamphetamine and a glass-smoking pipe. Allensworth was cited in the field for the violations and provided with a court appearance date. 17-0409
On February 8th at about 7 pm, UPD officers responded to the front of Social Services in the 700 block of South State Street, on a complaint of ongoing issues with subjects camping in front of the building. Reported issues ranged from urinating and defecating on the building, to the use of hypodermic needles for illegal drugs. Upon arrival, officers contacted numerous subjects, who had set up makeshift camping structures. Two of the subjects were Tanya Manes age 51 and Darrell Caradine age 48, both local transients. All subjects were advised of the City’s camping ordinance. On February 9th at about 12 am, officers returned and found that Caradine and Manes were the only two left, violating the camping ordinance. Caradine and Manes were warned again. At about 5 am, officers responded back to Social Services and cited both for unlawful camping. 17-0410 and 17-0411
On February 9th at about 10:24 am, a UPD officer was dispatched to Ashiku Dentistry in the 700 block of South Dora Street, for a report of a suspicious male hiding in the bushes at the location. A description was provided and the officer suspected the subject to be Geoffrey Ritter, a 32-year-old local transient, who the officer had provided a ride to Mental Health earlier that morning. In the area the officer located Ritter and began counseling him regarding his behavior. Ritter displayed extreme signs of paranoia and the other symptoms common with the use of a CNS stimulant. Ritter admitted to the recent use of methamphetamine and said he had injected “50 units” a little earlier. A records check revealed that Ritter was on probation for a prior drug related offence. After an evaluation, Ritter was placed under arrest for being under the influence of a controlled substance and for violation of his probation. Ritter was booked into county jail. 17-0412
On February 9th at about 3 pm, a UPD officer was dispatched to an apartment in the 400 block of East Gobbi Street. Adult Protective Services reported that the manager or neighbors had not seen an elderly female that resides at the apartment and they were concerned. An officer made entry and found the 82-year-old female, who was unable to walk unassisted. The power and water had been shut off and there was no food inside the residence. The elderly female had no known relatives and Mental Health was contacted and responded, as the elderly woman fell under being a gravely disabled adult. 17-0416
On February 9th at about 5:52 pm, UPD officers were dispatched to Safeway on South State Street, regarding a possibly intoxicated male subject sleeping inside the business. Upon arrival officers were directed to the east side of the store, where tables and chairs are located. Officers contacted a subject they recognized as Asaad Liebig, a 32-year-old transient. Liebig was found to be intoxicated and was placed under arrest for public intoxication. Liebig was booked into county jail. 17-0417
On February 9th at about 10:37 pm, UPD officers were on patrol, when they saw a subject on the east side of Ross, who appeared to be using a torch to smoke a controlled substance. The officers recognized the subject as Edward Johnson, a 37-year-old transient out of Vermont. Johnson was found to be in possession of methamphetamine and a glass-smoking pipe. Johnson was placed under arrest and booked into county jail. 14-0418
On February 9th at about 11:14 pm, UPD officers were dispatched to the area near Round Table Pizza on South State Street, regarding vandalism to a vehicle. Upon arrival officers found that a passenger side and back window of a black 2009 Honda Civic had been smashed, along with a window to a nearby residence. Property from the Honda had been stolen, and a male subject that had a cut to his arm was detained in the area. The suspect was identified as Hector Solis, a 26-year-old county resident. Solis was found to be intoxicated and property from the Honda was found in his possession. A records check revealed that Solis was on probation for a prior vandalism. Solis was placed under arrest for public intoxication, burglary, vandalism and violation of his probation. Solis was booked into county jail. 17-0419
On February 10th at about 3:21 am, UPD officers were dispatched to the Best Western Inn on South Orchard Avenue, regarding a male subject who was banging on the front office door. Upon arrival officers contacted the subject, who identified himself as James Tedford, a 46-year-old transient. Tedford was not wearing shoes or socks, was soaking wet and shivering. As the officers spoke with Tedford he was found to be intoxicated and was placed under arrest for public intoxication. Tedford was booked into county jail. 17-0420
On February 10th at about 8:16 am, a UPD officer was dispatched to the Dialysis Clinic on South Orchard Avenue, for a report of subjects camping next to the building. UPD dispatch advised that the reporting party worked at the clinic and was fearful for her safety. Upon arrival, the officer contacted Scotty Willis and Kelisha Alvarez age 28, both local transients. A records check revealed that Alvarez was on probation for a prior vandalism case. Alvarez had camping paraphernalia and trash laid out on the sidewalk blocking it. The officer asked Alvarez several times to clean up the area, and to move, so she was not blocking the sidewalk. Alvarez refused and she was placed under arrest for violation of her probation and for violating the city’s camping paraphernalia ordinance. Alvarez was booked into county jail. 17-0421
On February 10th at about 3:39 pm, UPD officers were dispatched to the Mendocino County Farm Supply, in the 300 block of Talmage Road, for a report of a female subject that may have shoplifted from the store. Upon arrival, officers located the subject, identified as Randa Medrano, a 34-year-old transient out of Texas. A records check revealed that Medrano had a misdemeanor warrant, for a prior camping violation. Officers determined that no shoplifting had occurred and Medrano was cited in the field for her warrant and provided a court appearance date. 17-0425
On February 11th at about 12:56 am, UPD officers were dispatched to the Perkins Street Bar on East Perkins Street, for a report of a physical disturbance outside of the location. Upon arrival, the officer observed two male subjects lying on the sidewalk in a fight, near the south side of the business. UPD officers broke-up the fight and detained both subjects. The subjects were identified as Noah Chase age 32 and Luis Dominguez age 26. Both were found to be intoxicated and were placed under arrest for public intoxication. Both were booked into county jail. 17-0431
On February 11th at about 1:35 am, UPD officers were dispatched to the 800 block of Mohawk Drive, on a report of a verbal argument heard in the area. Upon arrival officers located a subject known as Jared Kidd, a 25-year-old transient. Kidd was intoxicated and belligerent. Kidd was placed under arrest for public intoxication and booked into county jail. 17-0432
On February 11th at about 6:32 am, a UPD officer was dispatched to Safeway on South State Street, for a report of a subject inside the store refusing to leave. Upon arrival the officer recognized the subject as Michael Parker, a 39-year-old local transient. A records check revealed that Parker was on probation and a search revealed that he had a 9” dirk / dagger concealed on his person. Parker was placed under arrest for possession of a dirk / dagger and for violating his probation. Parker was booked into county jail. 17-0433
On February 11th at about 2:17 pm, a UPD officer was dispatched to the Main Street side of Safeway, for the report of an intoxicated male subject at the location named “Mike”. Upon arrival, the officer located Michael Donahe, a 62-year-old transient. A records check revealed that Donahe was on probation, for prior alcohol related offences. Donahe was found to be intoxicated and was placed under arrest for public intoxication. Donahe was booked into county jail. 17-0434
On February 12th at about 1:53 am, a UPD officer was on patrol when he stopped a silver Jeep Grand Cherokee in the 100 block of South Orchard Avenue for a traffic violation. The driver was identified as Marco Buenrostro, a 29-year-old Ukiah resident. As the officer spoke with Buenrostro, he suspected that Buenrostro was intoxicated so the officer began a DUI investigation. Buenrostro was placed under arrest for DUI and later cited and released with a court appearance date. 17-0437
On February 12th at about 5:29, a UPD officer was dispatched to the 1600 block of Airport Road, regarding a suspicious vehicle. Upon arrival, officers located the vehicle, which had collided with a utility pole. The driver was asleep in the vehicle and the officer woke him. The driver was identified as Socrates Vargas, age 27. A records check revealed that Vargas was on probation for a prior DUI and his license was suspended. Vargas smelled of alcohol and appeared intoxicated, so the officer began a DUI investigation. Vargas was placed under arrest for DUI, driving suspended, and for violation of his probation. Vargas was booked into county jail. 17-0443
On February 12th at about 7:45 pm, UPD officers were dispatched to the 100 block of South Orchard Avenue, on a report of an adult female heard screaming. Upon arrival officers contacted the adult female, a local transient. The victim reported that she had been the victim of a robbery and described her attacker. The description matched a local transient, known as Kelisha Alvarez age 28, who is on probation for a prior vandalism. Officer located Alvarez in the area and detained her. Alvarez was found to have the victim’s property on her and was placed under arrest for robbery and for violating her probation. Alvarez was booked into county jail. 17-0444
On February 12th at about 11:46 am, UPD officers were dispatched to the Sunrise Inn on South State Street, regarding a physical altercation. While en-route, officers were advised that the fight broke up and one of the subjects was leaving the area. Upon arrival officers contacted a subject named Derrick Ridenour, age 35. Ridenour was found to be intoxicated and a records check revealed that he was on probation. Ridenour was found to be in possession of a concealed dirk / dagger and placed under arrest. Ridenour was booked into county jail. 17-0446
On February 13th at about 5:14 am, a UPD officer on patrol located a subject camping in front of Social Services, where UPD had received complaints regarding this and other issues. The officer contacted the subject, who was identified as Joshua Davis, a 22-year-old transient. The officer was aware that Davis had been warned in the past regarding this illegal behavior, so he was cited for illegal camping and provided with a court appearance date. 17-0447
On February 13th at about 4:32 pm, UPD officers were dispatched to the 1400 block of South State Street, on a report of a male subject throwing rocks at vehicles. Upon arrival officers contacted a subject named Daniel Griffith, a 60-year-old transient out of Eureka. Officers learned that the victim was inside West Coast Wings working, when he saw Griffith walking in the parking lot, yelling and cursing. Griffith picked up two large rocks and threw one of them at the victim’s van, breaking out the rear window. Griffith was placed under arrest for vandalism and booked into county jail. 17-0456
On February 13th at about 5:20 pm, UPD officers responded to the parking lot of Payless Shoes on North Orchard Avenue, regarding a fight between two male subjects. Upon arrival, officers found that the fight had stopped and contacted the two male subjects. Officers recognized the two as Michael Donahe age 62 and John Bolton age 40, both local transients. As officers approached, one of the subjects handed an open bottle of Frost Vodka to the other. Both were found to be belligerent and intoxicated. A records check revealed that both were on probation for prior alcohol offences. Donahe and Bolton were placed under arrest for public intoxication and for violation of their probation. Both were booked into county jail. 17-0458
On February 13th at about 8:10 pm, UPD officers were dispatched to Alex Thomas Plaza, for a report of a male and female adult physically fighting. Upon arrival officers contacted two local male transients and one female. One of the males was bleeding from an injury to his face and the female subject was identified as Alexandra Elizarraraz 23-year-old. Elizarraraz was resistive and belligerent toward officers. As officers attempted to ascertain what happened, Elizarraraz had to be physically restrained. Officers determined that Elizarraraz had physically assaulted her boyfriend, causing the injuries. Elizarraraz was placed under arrest for the domestic assault and resisting / delaying an officer. Elizarraraz was booked into county jail. 17-0459
On February 13th at about 10:05 pm, UPD officers were dispatched to Safeway on South State Street, regarding a male subject standing in front of vehicles yelling, for an unknown reason. Upon arrival UPD officers contacted a subject they knew as Timothy Fisher, a 50-year-old transient. Fisher was found to be belligerent and intoxicated. Fisher was placed under arrest for public intoxication and afterwards threatened a UPD officer. Fisher was booked into jail for public intoxication and threating an officer. 17-0462
On February 14th at about 4:53 pm, UPD officers were dispatched to Safeway on South State Street, regarding a physical altercation between two males. It was reported that one of the males was brandishing a knife. Officers contacted and detained the two males. During the investigation officers found that one of the males was having mental health issues and was transported to UVMC ER. A mental health professional was contacted, responded and took custody of the male subject. 17-0472
