    Article 3 Section 3.5

    SEC. 3.5. An administrative agency, including an administrative
    agency created by the Constitution or an initiative statute, has no
    power:
    (a) To declare a statute unenforceable, or refuse to enforce a
    statute, on the basis of it being unconstitutional unless an
    appellate court has made a determination that such statute is
    unconstitutional;
    (b) To declare a statute unconstitutional;
    (c) To declare a statute unenforceable, or to refuse to enforce a
    statute on the basis that federal law or federal regulations prohibit
    the enforcement of such statute unless an appellate court has made a
    determination that the enforcement of such statute is prohibited by
    federal law or federal regulations.

  2. Marijuana prohibition was fraudulently enacted in 1937. The great con was perpetrated by soon-to-be-out-of-work alcohol prohibition bureaucrat, Harry Anslinger. He desperately wanted a new empire and no lie was too big to tell to get it.

    In all its 80 years, it has not garnered any legitimacy, and has never accomplished one positive thing. It has only caused vast amounts of crime, violence, corruption, death and the severe diminishing of everyone’s freedom.

    John Ehrlichman was President Richard Nixon’s domestic policy adviser and one of the Watergate co-conspirators who served time in prison for his crimes. In 1994, Ehrlichman said:

We knew we couldn’t make it illegal to be either against the war or black, but by getting the public to associate the hippies with marijuana and blacks with heroin, and then criminalizing both heavily, we could disrupt those communities. We could arrest their leaders, raid their homes, break up their meetings, and vilify them night after night on the evening news. Did we know we were lying about the drugs? Of course we did.”

  3. How on earth did such a STUPID PERSON get elected? Let’s propose laws that can’t possibly be enforced!! Why not? Government is just a big joke anyway…

    If the whole of Mendo has been ceded to the dopers, why would anyone want to live there?

    If the lawmakers are complicit, you are all surely lost! Hey, let’s get high!!
